Now Rebuilt with Tailwind CSS v4 & QOL Enhancement

The starter has been fully refactored to Tailwind CSS v4. The tooling has been modernized with improved linting and preconfigured setups for AI-assisted development. In addition, several quality-of-life enhancements have been introduced to streamline the development experience.
